China: Coronavirus update

Following the outbreak of novel coronavirus 2019 in China, the World Health Organization (WHO) made a final decision by declaring on Thursday 30 January 2020 that the outbreak of novel coronavirus 2019 (2019-nCoV) constitutes a Public Health Emergency of International Concern (PHEIC).

The WHO's Emergency Committee also provides public health advice or suggests formal Temporary Recommendations as appropriate, in which it is suggested “The Committee does not recommend any travel or trade restriction based on the current information available.”

Many airline companies have already suspended the flights from and to China.  International trade, international logistics and other business are affected.  Today, the China Council for the Promotion of International Trade (CCPIT) issued the notice and online procedure of application of the Force Majeure Certificate for the enterprises which are not able to perform the obligations of the international trade or logistics or other business.  As the online procedure of the application is in the website system of CCPIT and is in Chinese, if any client of our WLN member law firms in China needs this certificate, please contact us as set out below for advice on how to apply. 

The novel coronavirus 2019 is serious in China and very strong measures have been taken by the Chinese government recently. Hubei Province, where was found the start place of the virus and has the most serious outbreak now, has been locked and no one can enter and out. The Spring Festival holiday should end today but the government has officially announced the holiday's delay until 3 February.  Many cities have further announced to delay the holidays until 10 February 2020.

The announcement of PHEIC by WHO will last 3 months (or less); during this period, if any client, transaction, trade and other issue meets any legal problem in China, we  stand willing to help and answer any related question.
